    • Description: When translating national institutions, one is naturally confronted with the relative impossibility of fitting the legal culture of one country into the legal culture of another. This article attempts to find the ideal translation for the French legal term collectivité territoriale — an institution with no direct equivalent in the English speaking world. The approach used is based on one of the oldest debates in translation: should the focus remain on the culture and language of the source text or the target text?
